How to measure resistance

I have a favourite Parma Turbo controller and I'm trying to replicate the feel and driving experience on another Parma Turbo.

No matter what resistor I use I can't get Parma #2 to feel the same.

Parma #1 looks like it has a 20 Ohm resistor so that was my starting point on Parma #2 but it felt too soft. I went to a 15 Ohm but too vicious so I went back to the 20 Ohm and added 2 x 120 Ohm resistors in parallel, then a 60 Ohm and now it looks top heavy but still doesn't have the punch of Parma #1.

Am I missing something?

What's the easiest way to check the resistance of Parma #1? I tried my multimeter connected to both ends of the resistor and all it showed was 4 on the scale, same as the other Parma.

If your multimeter is showing 4 then to me that says the resistor is 4 ohms, do you have something with a known resistance that you can check the accuracy of the multimeter, maybe you need some new batteries.

Req = (R1 x R2) / (R1 + R2)

I might play with a variable switch so I get variable resistance.

Can't look any worse than my current controller.
